Network-side positioning provides this capability. Lawful interception and public safety are other major drivers, where law enforcement agencies may need to locate a specific device for investigative purposes. For commercial services, network-side positioning can provide a coarse location for location-based advertising or for fraud detection (e.g., to see if a credit card transaction is happening in the same general area as the cardholder's phone), without needing the user to have GPS turned on.

Key Technologies and How They Work

Network-side positioning systems use several different radio measurement techniques to calculate a device's location. A simple and widely used method is Cell ID (or Cell of Origin), which simply identifies which cell tower the phone is connected to, providing a very coarse location based on the coverage area of that cell. A more accurate method is Enhanced Cell ID (E-CID), which combines the Cell ID with other information, such as the signal strength (Received Signal Strength Indication or RSSI) and the timing advance (which indicates the distance from the cell tower), to provide a more precise location. For greater accuracy, triangulation-based methods are used. These include Angle of Arrival (AOA), which uses the angle of the signal arriving at multiple cell towers, and Time Difference of Arrival (TDOA), which measures the difference in the time it takes for a signal from the phone to reach three or more base stations to calculate its position.

Network-Side vs. Handset-Based Positioning

It's important to distinguish between network-side positioning and handset-based positioning. Handset-based positioning, with GPS (or more broadly, GNSS) being the prime example, is where the phone itself calculates its own position by receiving signals from satellites. Assisted-GPS (A-GPS) is a hybrid method where the network provides assistance data to the phone to help it get a faster GPS lock. The key advantage of handset-based positioning is its high accuracy (often within a few meters) in open-sky conditions. The key advantage of network-side positioning is that it works even when the phone's GPS is turned off or when it cannot receive a satellite signal (such as deep indoors or in a dense "urban canyon"). It is also controlled by the network operator, which is a requirement for certain lawful interception and emergency service applications. Most modern mobile location systems use a hybrid approach, combining both network-side and handset-based methods to provide the best possible location fix in any environment.

The Future of Positioning: 5G and Greater Accuracy

The future of the network-side positioning system market will be significantly enhanced by the rollout of 5G. The new 5G network architecture is designed from the ground up to support highly accurate and low-latency positioning services. The use of higher frequencies and massive MIMO antenna systems in 5G will enable much more precise Angle of Arrival and Time of Arrival measurements, with the potential to achieve sub-meter accuracy even from the network side alone. This will open up a wide range of new industrial and IoT use cases that require precise positioning, such as asset tracking within a large warehouse or the navigation of autonomous robots in a factory. As our world becomes more connected and context-aware, the ability of the network itself to provide a reliable and accurate location for any device will be an increasingly valuable and essential capability.
